Skype is a commercial voice over internet protocol (VOIP) offering.
The original company was bought by eBay, and more recently spun-off.
Its mostly an online service, however, as opposed to a "landline" / "plain old telephone service".
I regularly use skype's video conferencing system - it works quite well, for the price.
